Government

Trinity provides a variety of services to government entities, including environmental permitting and compliance management, air dispersion modeling, environmental training, and emergency planning. In June 2003, Trinity was awarded a Federal Supply Schedule contract with the General Services Administration (GSA). Under this contract, Trinity is eligible to serve as an environmental services contractor for federal agencies that acquire services, products, technology, and other resources through the GSA. Trinity has already completed more than 100 projects for government clients, and our services for this sector continue to expand.

Project Profiles:
  • Trinity assisted the U.S. Army Garrison at Fort Detrick with the development and implementation of custom designed data management solutions aimed at consolidating and automating many of the repetitive monitoring and reporting requirements associated with an operating permit. Utilizing Microsoft Access®, Trinity created a compliance tool that helps track the compliance status of the numerous requirements under the site’s Title V operating permit. Trinity also developed a custom emissions inventory tool that stores and tracks operating data and performs emissions calculations for various emissions units at the site. Both systems were designed to enable preparation of site-specific and state/federal-required reports such as annual emissions certifications and annual compliance certifications.
  • For several years, Trinity has worked with a government agency on various environmental aspects, including permitting, compliance, and strategy with regard to expansions/new units. Trinity has provided onsite assistance with environmental compliance and permitting requirements, performed a multi-media gap analysis, assisted with testing of biofuels, developed an integrated contingency plan and training, implemented a refrigeration compliance management system, developed an air permitting and CFC manual, and conducted Method 9 observations. In addition, Trinity has provided custom training on various topics including Boiler MACT compliance, ISO 14001 and PSD/NSR permitting.
  • For a municipal pump station, Trinity conducted required air dispersion modeling for a minor NSR permit application associated with the installation of diesel generators. The project involved converting existing ISCST3 files to the AERMOD format and to conducting modeling for nitric oxide (NO), nitrogen oxides (NO2), particulate matter (PM10), and sulfur dioxide (SO2) using the AERMOD-PRIME model. Modeling results were compared to both the Acceptable Source Impact Level (for NO) and the modeling significance levels (for NO2, PM10, and SO2) to determine if maximum concentrations were below these thresholds.
  • For a major military technical applications center, Trinity’s BREEZE software group developed a custom, “umbrella” air dispersion modeling system that manages model setup, data acquisition, model execution, and analysis via user-friendly data input forms. The system includes the AERMOD, CALPUFF, HYSPLIT, and SCIPUFF air dispersion models and ties directly into data and structures within the agency’s existing modeling environment.
