Air Quality Permitting & Compliance for Natural Gas Operations in Texas

This class covers emission calculation methodologies and air quality authorization mechanisms available to upstream oil and natural gas operations in Texas. Permits by Rule, Standard Permits, and Chapter 116 permit authorizations will be discussed in detail. In addition, emission and performance requirements under state and federal regulations (e.g., NSPS and MACT) will be discussed. Learn methods for demonstrating ongoing compliance with air quality rules unique to O&G operations in Texas.

Texas Emission Event/MSS Authorization & Reporting Workshop

This comprehensive one-day workshop covers air quality regulations and requirements pertaining to properly address situations associated with emissions events (EE) and scheduled/unscheduled maintenance, start-up, and shutdown activities (MSS). The course is especially beneficial to operations and environmental personnel who are responsible for reporting or obtaining permits, and maintaining air quality compliance, as well as those who seek a general understanding of the regulations and reporting of unauthorized emissions and regulatory obligations. RECLAIM Seminars

The Regional Clean Air Incentives Market (RECLAIM) program, adopted by the South Coast Air Quality Management District (SCAQMD) in October 1993, established an emissions cap and declining balance for many of the largest facilities emitting nitrogen oxides (NOx) and sulfur oxides (SOx) in the South Coast Air Basin. RECLAIM allows participating facilities to trade air pollution while meeting clean air goals.

The AB 2588 Air Toxics "Hot Spots" Emission Inventory Criteria and Guidelines Regulation will provide direction and criteria to facilities on how to compile and submit required air toxics emission data. Learn about the applicability of AB2588 and about the four-tier approach to calculate human health risks. Attendees will get hands-on experience calculating human health risks using Tier I, Tier II, and Tier III approaches and a brief introduction to Tier IV, i.e., Hot Spot Analysis and Reporting Program (HARP) software.

This half-day course reviews key features of EPA's Mandatory Greenhouse Gas (GHG) reporting rule, as finalized on 9/22/2009. The course will address: (1) emission estimation methodologies, (2) monitoring, (3) reporting, and (4) recordkeeping requirements. In addition, this course will review methods previously employed to complete voluntary reports, such as for The Climate Registry, and will compare these protocols to the required procedures of EPA's reporting rule.
