Joe Kupper, PE, serves as Office Manager for Trinity’s Austin, Texas office and has over 33 years of environmental experience with a focus in the air quality regulatory arena. As a Principal Consultant, Joe is responsible for the technical quality, cost, and schedule for various environmental projects. Joe actively performs projects involving air dispersion modeling, air permitting, air emission calculations, and other air quality-related projects. Joe has successfully completed modeling analysis for several large PSD permits. He has served as a modeling expert witness for both contested case permit hearings and other litigation projects. Joe has demonstrated a real ability to understand the key dispersion modeling issues related to each site and has valuable expertise to address each issue to ultimately obtain results that show compliance with the applicable standards.

Joe has assisted numerous industries including petroleum refining, chemical manufacturing, wood products, mineral processing, electric generation, oil and gas production, steel production, asphalt roofing manufacturing, bulk materials terminals, and others. Prior to joining Trinity, Joe held several positions with DiSorbo Consulting, RPS/JD Consulting, RMT, and Jones and Neuse at which he performed all aspects of air quality consulting.

Joe graduated from Texas A&M with a Bachelor of Science Degree in Civil Engineering. He is also a registered Professional Engineer in the states of Texas and Mississippi.
