/ Director, Houston Operations
As Director of the Houston Operations, Neal has over 25 years of experience in the environmental field. Neal is responsible for the technical quality, cost, and schedule for various environmental projects. His areas of technical expertise include knowledge of air quality regulations, hazardous waste regulations, emission rate estimation, control technology determination, dispersion modeling, report preparation, regulatory compliance, environmental auditing, and regulatory interpretation. Neal has worked extensively with federal New Source Review (Prevention of Significant Deterioration (PSD) and Non-Attainment (NNSR)) permitting with a significant amount of work being associated with significant facility expansions along the Texas Gulf Coast. Neal has served as the lead permitting and modeling consultant for over a dozen multi-billion-dollar industrial expansions.
Prior to joining Trinity, Neal held several positions with DiSorbo Consulting and RPS/JD Consulting at which he performed all aspects of air quality consulting.
Neal graduated from the University of Houston-Clear Lake with a Bachelor of Science Degree in Environmental Management.
