A confidential client needed an EPA Industrial Emissions (IE) Licence to commission a temporary natural gas generation facility supporting Ireland’s power grid. With stringent timelines and regulatory requirements at stake, AWN Consulting, a Trinity Consultants team, managed the licensing process across air, water, and noise. Their expertise ensured the licence was secured on time, enabling the plant to operate and provide critical energy stability.

Challenge

The client faced a critical deadline to submit an Industrial Emissions (IE) Licence application to the Environmental Protection Agency (EPA) in time for the Autumn 2023 operational window. This was essential to enable the commissioning of a temporary gas generation plant designed to respond to Ireland’s energy supply challenges, including power disruptions and fluctuating demand. The urgency was compounded by the need to meet stringent EPA requirements and ensure full compliance with environmental regulations.

AWN Consulting, with its extensive experience across multiple sectors in Ireland, was engaged to lead the environmental licensing process. AWN had previously supported numerous IE Licence applications, including for data centres, waste facilities, and energy infrastructure. Their proven track record in navigating complex regulatory landscapes made them the ideal partner for this high-stakes submission.

Solutions

AWN assembled a multidisciplinary team of experienced environmental engineers and consultants, each bringing expertise in key domains such as air quality, water management, and noise control. The project required a dedicated Project Manager to coordinate inputs across disciplines, maintain client communication, and ensure alignment with EPA expectations.
The team’s approach included:
• Conducting a baseline environmental assessment to establish site conditions prior to development.
• Preparing detailed documentation in line with EPA guidance.
• Leveraging AWN’s proprietary modelling tools and methodologies to produce accurate and defensible reports.
• Ensuring all technical submissions were reviewed and validated internally before delivery.
AWN’s licensing and permitting services were underpinned by decades of experience and a deep understanding of EPA protocols, which enabled a streamlined and compliant application process.

Services Performed

AWN delivered a full-spectrum licensing service, coordinating across air quality, water management, and noise to ensure a compliant, on-time IE Licence submission. Their work spanned environmental assessment, technical documentation, and regulatory liaison with the EPA.

Results

AWN successfully submitted the IE Licence application to the EPA within the required timeframe, ensuring the client’s energy infrastructure was authorised and ready for deployment. The application was accepted, and the temporary gas generation plant is now fully operational, providing critical support to Ireland’s energy grid during periods of high demand and potential disruption.
