On September 21, 2018, the MassDEP promulgated amendments to 310 CMR 7.70 - The Massachusetts CO2 Budget Trading Program, which implements the Regional Greenhouse Gas Initiative (RGGI). The amendments establish the Massachusetts CO2 Budget through 2030 and adopt program changes agreed to by the nine RGGI participating states after completing a 2016 Program Review.
RGGI is a cooperative effort among the states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont to cap and reduce power sector CO2 emissions. The regional cap will be reduced 30% by 2030.
