The Minnesota Pollution Control Agency (MPCA) is in the process of amending portions of chapters 7005, 7007, 7008, 7011, and 7019 of the Minnesota Administrative Rules. The purpose of these amendments is to clarify how small air pollution emitting activities at a facility (i.e., "insignificant activities" or "conditionally insignificant activities") are addressed in air permits, as well as create simpler compliance paths for smaller facilities, such as auto-body shops, coating facilities, and woodworking facilities. The proposed rule updates are expected to go on public notice in late February, with a current goal for adoption by summer 2018.
