The New Hampshire Department of Environmental Services (NHDES) published proposed amendments to the New Hampshire Code of Administrative Rules - Env-A 1600: Fuel Specifications (NHAR Env-A 1600). The proposed amendments reduce sulfur limits in liquid fuels imported into or distributed within the State. The not to exceed sulfur content limits proposed in Env-A 1603 are as follows:

  • No. 2 fuel oil - 0.0015% by weight;
  • No. 4 oil - 0.25% by weight;
  • No. 5 or No. 6 oil - 0.5% by weight.

These limits are proposed to be effective from July 1, 2018 for imported fuel and from February 1, 2019 for distribution and usage.

A public hearing is scheduled for November 16, 2018 at 9:30 AM, in Room 114 of the NHDES Offices located at 29 Hazen Drive in Concord New Hampshire. The deadline for submission of comments and materials is 4:00 PM, November 30, 2018.  All submission materials must be forwarded to Karla McManus of the NHDES at Karla.McManus@des.nh.gov.
