Deborah Walden-Hersh

Deborah Walden-Hersh, PE, is a Principal Consultant who manages Trinity’s Austin office. She assists clients with preparing state and federal air quality permit applications (e.g., Title V and New Source Review), quantifying emissions, preparing toxic release inventory (TRI) reports and Tier 2 reports, conducting regulatory applicability analyses, performing air dispersion modeling, and performing environmental compliance audits. Additionally, Deborah has multimedia permitting experience developing Spill Prevention, Control, and Countermeasures (SPCC) Plans and Storm Water Pollution Prevention Plans (SWPPP).

Since joining Trinity, Deborah has assisted numerous industries including wood products, mineral mining and processing, electric generation, glass manufacturing, surface coating, chemical manufacturing, oil and gas production, portland cement manufacturing, pulp and paper production, asphalt roofing manufacturing, cable manufacturing, and others.

Deborah graduated with high honors from The University of Texas at Austin with a B.S. in Civil Engineering and a focus in Environmental Engineering. She is also a registered Professional Engineer in the state of Texas.

Dale Overcash

Dale Overcash, PE, serves as a Principal Consultant, managing Trinity’s Raleigh office. A veteran of the North Carolina Division of Environmental Management (NCDEM) and an experienced consultant, Dale has assisted industrial facilities with a host of air permitting and compliance issues.

In his nearly 37-year career, he has worked with literally dozens of industries, including chemical manufacturing, pulp and paper, forest products, grey iron foundries, iron and steel mills, automotive manufacturing, textiles, fiber optics, glass manufacturing, semiconductor manufacturing, and many more.

His areas of specialization include: New Source Review permitting, Title V permitting, emission inventories, regulatory development and review, and compliance strategies. He has also conducted industrial wastewater permitting and environmental auditing for a number of organizations.

A registered Professional Engineer in North and South Carolina, Dale earned a B.S. degree in Biological and Agricultural Engineering from North Carolina State University.

Brad James

Brad James, PE, serves as Regional Manager of Trinity Consultants’ Southeast Region offices. Commencing his career with Trinity in Charlotte, Brad gained significant experience assisting companies in a variety of industries in the Southeast with air quality and environmental compliance. In 2004, Brad relocated to Florida to assist Trinity in serving clients in the state. In 2007, Brad helped open Trinity’s first office in Florida, located in his hometown of Orlando. Later, Brad moved to Atlanta where he assumed the leadership role of Atlanta office manager in 2015. In 2023, Brad assumed the role of Regional Manager for Trinity’s Southeast Region.
Brad has assisted clients from varied industries including power generation, bulk storage terminals, asphalt products, wood products, building products, Portland cement, and food products with environmental regulations compliance. In supporting his clients, Brad has assisted with environmental management (auditing, regulatory strategy assessments, compliance management tools) and permitting (Title V, PSD, state permitting, and Case-by-Case MACT).
He has experience working with state and local agencies throughout the Southeast. With this broad client experience, Brad has presented on key topics of expertise including Climate Change Strategy, Title V Permit Compliance, and Environmental Reporting and he is the primary instructor of Trinity’s training course, Air Compliance Auditing for Industrial Facilities. Brad is a registered Professional Engineer in the state of Florida. He graduated with a Bachelor of Science degree in Civil Engineering with High Honor from the Georgia Institute of Technology.
