Connor McNally

Connor serves as Manager of Consulting Operations for Trinity’s Corpus Christi office and has 10 years of environmental experience with a focus on air quality. Connor is responsible for the technical quality, cost, and schedule for various environmental projects. His areas of technical expertise include air quality permitting, multi-media permitting, compliance management, environmental auditing, emission quantification, dispersion modeling, and regulatory interpretation. Connor has led NSR permitting for numerous capital permitting projects across the Texas gulf coast.

Connor supports a diverse range of clients in the petrochemical, midstream, power and manufacturing industry sectors. Prior to joining Trinity, Connor held several air quality consulting positions at DiSorbo Consultants. He initially began his career as an air quality permitting engineer at the Texas Commission on Environmental Quality.

Connor graduated from St. Edwards University with a Bachelor of Science Degree in Environmental Science.

Scott Cohen

Mr. Cohen has been a Registered Mechanical Engineer in the State of California since 1998 and a Certified Industrial Hygienist, designated by the Board for Global EHS Credentialing, since 2001.

He currently serves as the Principal Engineer at Sespe Consulting, Inc., where he oversees the successful management of multiple, concurrent consulting projects that vary in size, duration, location, complexity, and subject matter. His responsibilities include developing proposals (scoping, costing, writing, and interviewing), serving as the primary point of contact for clients, agency staff, and stakeholders, and managing budgets, schedules, and invoicing.

Mr. Cohen’s expertise spans environmental health and safety (EHS), regulatory compliance, and land use planning/environmental review for both industrial and municipal clients. His technical capabilities include air quality, greenhouse gas emissions, noise, fugitive dust, health risk assessments, mining, construction, CEQA/NEPA compliance, and industrial hygiene.

In addition, Mr. Cohen is highly skilled in interpreting and tracking regulatory, planning, and legal developments. This enables him to identify emerging opportunities and challenges, ensure that deliverables are developed using the most current and defensible methodologies, and explore alternative or innovative approaches when appropriate.
