What is AOR?
Florida’s Annual Operating Report (AOR) requires annual emissions data for all regulated pollutants to be reported by April 1 each year for the following facilities:
- All Title V sources
- All synthetic non-Title V sources
- All facilities with the potential to emit 10 tons per year or more of volatile organic compounds or 25 tons per year or more of nitrogen oxides and located in an ozone nonattainment area or ozone air quality maintenance area
- All facilities for which an annual operating report is required by rule or permit
New eAOR system
In December 2025, the Florida Department of Environmental Protection (DEP) announced the rollout of the new electronic AOR (eAOR) online system for the reporting year (RY) 2025 AOR. This web-based system is designed to provide a more user-friendly experience and resolve many of the challenges users faced when submitting their AORs with the previous eAOR software. The new eAOR system is expected to be available for use on January 23, 2026, via the DEP Business Portal.
To access eAOR, users will be required to have a Business Portal account. Facility users should note that the electronic signature and submittal procedures have changed with the transition to this new eAOR system. While anyone with a Business Portal account can still prepare an AOR, the AOR can only be electronically submitted by the applicable Owner/Authorized Representative or Responsible Official using their Business Portal PIN. This is different from the old eAOR software, in which the AOR could be submitted by another party preparing the report and a signature (whether electronic or hard copy) could be submitted separately. The e-signature via PIN is now required to submit the report in eAOR. There will be a feature in the new eAOR system that allows the person preparing an AOR to send an email to the Owner/Authorized Representative or Responsible Official when the AOR is ready to be signed and submitted.
Note that the process to obtain a Business Portal PIN involves multiple steps and may require more time as the PIN application must be signed, notarized, and mailed to DEP’s Tallahassee office. Therefore, Owners/Authorized Representatives or Responsible Officials are encouraged to request a Business Portal PIN as soon as possible to avoid submittal delays ahead of the April 1 deadline.
