  • Cumulative Impacts
    • Final rule expected in 2026
    • Will apply to the 7 County Metro area + Duluth/Rochester
    • “Cumulative impact analysis” required in <1 mile of EJ area
  • Odor Regulations
    • Will apply to the 7 County Metro area
    • Odor Plans for “Objectionable Odors”
    • Final rule in 2026 is possible but unlikely – Potentially 2028
