Refrigerant Management Services FAQs

The refrigerant management regulations in 40 CFR 82, Subpart F were established in the 1990s with substantial updates in 2016 to promote recovery, recycling, and reclamation of ODS used in stationary appliances. The HFC Management Rule in 40 CFR 84, Subpart C is effective on January 1, 2026. The requirements of both rules include leak repair, disposal, technician certification, and recordkeeping.

Yes. In 2016, EPA revised 40 CFR 82, Subpart F, extending requirements to some substitute refrigerants and overhauling leak repair provisions for large appliances. In 2020, EPA rescinded the leak repair requirements for substitutes but retained other provisions, including the requirement to submit chronic leaker reports by March 1 each year. In 2024, EPA finalized the 40 CFR 84, Subpart C requirements that require leak repair for HFCs and substitutes similar to 40 CFR 82, Subpart F.

Any facility with refrigerant-containing equipment may be subject to these regulations. This includes small appliances, office cooling systems, and large industrial chillers at plants and refineries. Because facilities often rely on outside contractors, compliance obligations are frequently misunderstood or overlooked.

Facilities with appliances that repeatedly leak refrigerants above a certain threshold must submit annual chronic leaker reports to EPA. These reports document leaks, repairs, and compliance efforts, and failure to submit them can result in enforcement actions.
