Stormwater Pollution Prevention Plan (SWPPP) FAQs

A SWPPP is a written plan required under the National Pollutant Discharge Elimination System (NPDES) program that outlines how a facility or construction site will control stormwater runoff and minimize pollutants.

Facilities and projects covered under industrial stormwater permitting requirements—such as heavy and light manufacturing, landfills, mining, power plants, transportation hubs, treatment works, and construction sites disturbing one acre or more - must develop and maintain a SWPPP.

Most permits require SWPPPs to include: identification of the pollution prevention team, descriptions of activities and pollutant sources, best management practices, monitoring and inspection programs, employee training, erosion and sediment controls, and annual comprehensive site evaluations.

General permits, like EPA’s Multi-Sector General Permit (MSGP), cover groups of facilities with similar operations. Individual permits are issued for sites with unique conditions, such as those with direct wastewater discharges, and require site-specific permitting.

SWPPPs must be updated whenever there are significant changes at a facility or site, when inspections reveal deficiencies, or when permits are reissued - typically every five years.
