The South Coast Air Quality Management District (SCAQMD) is proposing amendments to the Regional CLean Air Incentives Market (RECLAIM) program to initiate the transition of the NOx RECLAIM program to a command and control regulatory structure. The proposed amendments will address the RECLAIM Transaction Credits holdings for facilities that will be exited from the RECLAIM program or that elect to exit. SCAQMD has identified four different pathways to transition facilities out of RECLAIM program.
