A "project" encompasses a wide range of actions in both the private and public sectors, including commercial construction, industrial facility expansions, and utility projects. The levels of review are:
- Categorical Exclusion (CatEx): This basic review level is for actions historically considered to have insignificant impacts.
- Environmental Assessment (EA): A more comprehensive review compared to CatEx, it may result in a Finding of No Significant Impact (FONSI) or trigger the need for an Environmental Impact Statement (EIS).
- Environmental Impact Statement (EIS): Reserved for major federal actions that could have significant effects on the human environment.
