Latha Kambham, Ph.D. is a Principal Consultant in Trinity’s Dallas office. Her experience includes air construction and operating permitting (New Source Review and Title V), emissions inventories, Tier II reports, TRI reports, water and wastewater permitting and reporting, air compliance assessments, air dispersion modeling, environmental audits, development of Spill Prevention, Control, and Countermeasures (SPCC) Plans and Storm Water Pollution Prevention Plans (SWPPP).

Since joining Trinity, Latha has provided services to a multitude of industries including electric power generation, steel mills, oil and gas operations, chemical manufacturing plants, petroleum refineries, asphalt roofing manufacturing facilities, and other facilities located in numerous states including Texas, Louisiana, Alabama, Mississippi, and Illinois.

Latha graduated with a Ph.D. in Engineering and Applied Sciences and M.S. in Civil and Environmental Engineering from the University of New Orleans. She is also a Certified Manager.

John Colebrook serves as the manager of Trinity Consultants’ operations in Northern Kentucky and Greater Cincinnati. John provides a wide range of environmental permitting and compliance support to various industrial sources located primarily in the Southeast and Midwest, but his experience and reputation in certain industrial sectors extends nationally. During his career, Mr. Colebrook has managed more than 150 projects across more than 20 industrial sectors in more than 20 distinct service areas.

He has in-depth technical experience in various aspects of the air quality consulting field including state and federal air quality permitting including Prevention of Significant Deterioration (PSD) permitting, Maximum Achievable Control Technology (MACT) compliance assistance, emission inventory development, and dispersion modeling. Mr. Colebrook has helped clients develop compliance plans and the associated compliance tracking infrastructure to address requirements of the New Source Performance Standards (NSPS), National Emissions Standards for Hazardous Air Pollutants (NESHAPs) and Title V programs. He has also taken a lead role in developing all aspects of PSD permit applications projects for various industrial clients including Best Available Control Technology (BACT) analyses, air dispersion modeling analyses using multiple dispersion models, and additional impact analyses. Mr. Colebrook has participated in the execution of environmental permitting projects for multiple large capital expansion projects in both greenfield and existing facility installations across a wide range of industrial sectors (e.g., primary and secondary aluminum, petroleum refining, electric utilities and coal gasification etc.). The total expenditure for his projects under management for environmental permitting support exceeds $20 billion.

Mr. Colebrook’s primary project work is performed for petroleum refining, chemical manufacturing, and primary and secondary metals manufacturing, industries, but he has served a wide range of other industrial sectors and has a fundamental understanding of industrial process design and operation. Mr. Colebrook is an instructor for Trinity’s popular training courses including Air Regulations and Permitting in Kentucky and Kentucky Environmental Reporting Workshop. Mr. Colebrook facilitates Trinity’s participation as an Associate Member in the Aluminum Association. Mr. Colebrook graduated with a B.S. in Chemical Engineering from Bucknell University, and he is in the process of becoming a registered Professional Engineer.

Bill Bruscino, CM, serves as the Manager of Trinity?s Columbus, Ohio office. Bill has extensive experience assisting industrial clients with regulatory challenges.

His experience includes Title V permitting, Prevention of Significant Deterioration (PSD) permitting, minor source and synthetic minor permitting, National Pollutant Discharge Elimination System (NPDES) permitting, Stormwater Pollution Prevention Plan (SWPPP) and Spill Prevention, Control, and Countermeasure (SPCC) plan development, and emissions inventories.

He has developed and managed environmental compliance plans for his clients including several Environmental Management Information Systems (EMIS). Bill has extensive experience in the refining, chemical, oil and gas, and exploratory drilling industries, both as a project lead and as a project manager.

Bill started his environmental consulting career with Trinity in 2005 in the Columbus office. He moved to Trinity?s Baton Rouge office where he managed several large oil and gas clients. Relocating back to Columbus in 2012, Bill now oversees Trinity?s Ohio operations. Bill recently taught Trinity?s Boiler MACT and Related Rules class and is also in the instructor for Trinity?s Environmental Reporting Requirements in Ohio class.

Mr. Bruscino graduated Cum Laude earning a B.S. degree with Honors in Chemical Engineering from the University of Cincinnati.

Mike Burr serves as a managing consultant in Trinity’s Cleveland, Ohio office.

Mike has extensive experience providing clients across multiple industries with high quality environmental permitting and compliance service. Mike’s expertise includes state and federal air construction permitting, Title V permitting and compliance, emission inventory development, and National Pollutant Discharge Elimination System (NPDES) permitting. Additionally, with an advanced degree in atmospheric science, Mike has specialized experience in managing complex air dispersion modeling analyses in support of construction permit applications.

Mike received a B.S. degree in meteorology from Ohio University and a M.S. degree in atmospheric science from North Carolina State University.

Chloe Reece is a Principal Consultant and Office Manager in Trinity’s suburban Chicago office, overseeing day-to-day operations of the office and serving a variety of clients in Illinois with their air permitting and compliance needs. Chloe is involved in state construction permitting, Title V permitting, and other permit programs in Illinois. She also supports clients with their ongoing compliance obligations, such as Title V reporting requirements, requirements from applicable state and federal air quality regulations, annual emission reports, and Toxic Release Inventory reporting. While her project experience includes general manufacturing operations and natural gas compressor stations, Chloe specializes in assisting petroleum distribution terminal and pipeline clients, chemical industry clients, and universities.

Chloe serves as the primary instructor of Trinity’s professional training course on Strategic Air Permitting in Illinois and has led other Trinity and custom training courses.

Chloe earned a Bachelor of Science degree in Engineering from Swarthmore College and a Master of Science degree in Environmental Engineering from the University of Illinois at Urbana-Champaign, where she specialized in air quality issues.

Brett Zogas serves as Office Manager in Trinity Consultants? Charlotte, North Carolina office. Brett began his career in the Houston, Texas office and has provided consulting expertise to numerous clients throughout Texas, New Mexico, Oklahoma, and, most recently, the Carolinas. His experience in consulting includes helping numerous clients in industries such as oil and gas, petrochemical manufacturing, refining, general manufacturing, composite manufacturing, and aerospace parts and maintenance.

Brett?s expertise includes air permitting (Title V, PSD, Nonattainment NSR, state permitting, etc.) and compliance (MACT compliance, audit assistance, semiannual reporting, emissions inventory reporting stack testing support, and enforcement negotiations).

Brett graduated from the University of Oklahoma with a B.S. in Environmental Engineering

Lynne Santos, PE, is a Managing Consultant with Trinity Consultants and serves as the manager of Trinity?s Boston operations. Lynne joined Trinity in 2018 with over two decades of experience in the industry and has a strong reputation in the New England market for providing air quality modeling, air permitting, and air quality compliance support.

Lynne also has experience serving clients in the pharmaceutical and biotechnology industries. Prior to joining Trinity, Lynne began her career working as an environmental consultant for nine years and then branched off and led her own consulting firm for 15 years.

Lynne holds a B.S. degree in Chemical Engineering from the University of New Hampshire and an M.S. degree in Chemical Engineering from the University of Kentucky.

Tony Phan serves as the manager of Trinity’s Bakersfield, California office. Tony has over 10 years of experience in air quality and multi-media environmental consulting for various industries in California, including oil and natural gas, aerospace, fiberglass, chemical, coating, paper and packaging, power generation, and food processing. He has completed numerous projects involving air emission inventories, compliance audits, air quality permitting, emission inventories, health risk assessments, toxic release inventories, hazardous material inventories, air toxics, multi-media environmental support, RECLAIM reporting, wastewater permitting, and greenhouse gas (GHG) verifications.

Tony is experienced with Nonattainment New Source Review air permitting, AB 32, Title V, National Emission Standards for Hazardous Air Pollutants, AB 2588, Resource Conservation and Recovery Act, Toxic Release Inventory, Certified Unified Program Agency (CUPA) Plans, storm water, industrial waste water, mobile sources, and other regulatory programs. His expertise is focused principally in California, where he has worked with the South Coast Air Quality Management District (SCAQMD), San Joaquin Valley Air Pollution Control District (SJVAPCD), California Air Resources Board (CARB), CUPA, State Water Resources Control Board (SWRCB), Department of Toxic Substance Control (DTSC), and the Office of Environmental Health Hazard Assessment (OEHHA).

Tony is a SJVAPCD Certified Air Permitting Professional (CAPP); SCAQMD Certified Permitting Professional; CARB accredited GHG Lead Verifier for general stationary combustion, oil & gas, and process emissions; CARB accredited GHG Offset Lead Verifier for ozone-depleting substances; and SWRCB Qualified Industrial Storm Water Practitioner. He has also completed CARB’s certification in Visible Emissions Evaluation.
