Brian Mensinger is a Managing Consultant who leads Trinity’s air quality permitting and compliance services in its Salt Lake City office. With over 20 years of experience in consulting and industry (including Director of EHS at a major minerals mining and processing company), Brian provides strong leadership to manage Trinity’s projects and client relationships. His extensive regulatory knowledge, diverse industrial process expertise, and proven management capabilities enable him to deliver effective EHS solutions. Brian’s strategic approach to projects includes collaboration and communication along with sound technical knowledge for successful project execution.

Brian’s technical areas of expertise include air quality permitting (PSD/NSR/Title V), NESHAP/MACT/NSPS compliance, Greenhouse Gas (GHG) Mandatory Reporting Rule (MRR) compliance, Toxic Release Inventory reports, emission inventories, emissions trading, environmental management systems (EMS/ISO14001), multimedia compliance audits, and management systems audits. He is also an instructor for Trinity’s professional training course on air quality regulations and permitting requirements in Utah. Brian completed a B.S. in Environmental Law and Science from Delaware Valley College.

Emily Kolb, CM, manages Trinity’s Oakland, California office. She has assisted clients in many industries throughout California and Nevada, including natural gas transmission and storage, data centers, mining, lime manufacturing, electric utilities / power generation, steel manufacturing, cement manufacturing, chemical plants, petroleum refineries, petroleum storage and distribution facilities, hospitality industry, and aerospace.

Her experience includes a wide range of environmental permitting and compliance projects including federal Prevention of Significant Deterioration (PSD) and Nonattainment New Source Review (NNSR) permitting, federal Maximum Achievable Control Technology (MACT) and New Source Performance Standard (NSPS) compliance, state construction permitting, Title V compliance and permitting, ISO 14001 gap analyses and implementation, environmental auditing, air emissions reporting, toxic release inventories, and on-site support.

Emily is the instructor of Trinity’s training courses on air quality permitting in Northern California, and several other national webinars. She holds a B.S. degree in Environmental Science from the University of California, Berkeley.

Matthew Tarnoff is the Managing Consultant for Trinity’s Nevada office based in Reno. Since joining Trinity in June 2015, he has helped clients with their Prevention of Significant Deterioration (PSD) compliance and state-level air permitting. In addition, he has significant multimedia project experience in various aspects related to compliance with the Clean Water Act, RCRA, EPCRA, auditing and Risk Management Planning (RMP).

His industry experience is varied across electric power generation, mining, data centers, wood products, downstream natural gas, chemical manufacturing, terminals, and minerals processing industries.

Matt serves as the instructor for several Trinity state-specific courses in air quality permitting and Title V, as well as regional courses for Toxic Release Inventory (TRI) and environmental reporting. He earned a Bachelor’s and Master’s degree in Environmental Engineering from the University of Iowa.

Dasen is the Manager of Consultant Services of Trinity?s New Jersey operations. He joined Trinity as a Managing Consultant in 2012 and has 17 years of experience in the industry. Dasen has managed various types of projects which include, but are not limited to air quality permitting, air dispersion modeling, environmental auditing, and environmental compliance support for numerous industries with a specialization in gas transmission, coating manufacturing, petroleum refining, and continuous/batch chemical manufacturing processes.

Dasen has managed an array of air quality permitting projects ranging from minor modifications to large-scale capital projects in multiple states. He has worked closely with environmental law firms to provide consulting support for industrial regulatory affairs for state and federal agency investigations. Dasen has extensive experience with air dispersion modeling software programs and has conducted several risk assessments to determine the potential for adverse health and welfare effects at specific industrial and/or sensitive communities. Dasen enjoys building and perfecting compliance tracking tools for clients as well as developing successful strategies to ensure continued compliance with permit obligations. Dasen has served as a key resource for multiple EPA consent decrees and has performed numerous environmental regulatory audits to strengthen multimedia compliance for industrial operations.

Mr. Jesse Gonzalez manages Trinity’s Portland, Oregon office. He has assisted clients in many industries throughout Oregon and other states, including aerospace, semiconductor manufacturing, petroleum refining, mining, resin manufacturing, fiberglass product manufacturing and the commercial metals industry. His experience includes air quality projects related to federal Prevention of Significant Deterioration (PSD) and Nonattainment New Source Review (NNSR) permitting, Title V compliance and permitting, Maximum Achievable Control Technology (MACT) and New Source Performance Standard (NSPS) compliance, dispersion modeling, control technology review, health risk assessments and multimedia environmental reporting. His primary focus includes environmental reporting for semiconductor facilities, assisting semiconductor facilities improve exhaust management strategies and identifying emission reduction opportunities, which includes detailed reviews of semiconductor process emissions and chemistries.

Jesse teaches several of Trinity’s professional training courses including Air Quality Permitting for Oregon, as well as industry-specific courses including Introduction to Exhaust Management, Abatement and Air Emissions in the Semiconductor Industry and Introduction to Environmental Reporting for the Semiconductor Industry. He holds Bachelor and Master of Science degrees in chemical engineering from the University of Arizona.

AJ Hansborough serves as Office Manager in Trinity Consultants’ South Carolina office. AJ began his career with Trinity in the Orlando office, and gained a wide range of experience supporting companies across several different industries and states. He then relocated in 2018 to take the helm and build business in Trinity’s Corpus Christi, Texas office before relocating again to Houston. AJ has developed a particular specialty in air permitting and compliance through his work assisting companies with complex evaluations of New Source Review applicability, development and implementation of RACT compliance strategies, and intensive compliance support.AJ has experience working in industries such as oil and gas processing, storage, and transmission, wood products, miscellaneous chemical manufacturing, shipbuilding, power generation, and food products. In these industries he has focused on air permitting (Title V, PSD, Nonattainment NSR, state permitting) and compliance (MACT compliance, consent order response support, auditing, compliance management, stack testing support).
AJ graduated with a degree in Chemical Engineering from the Massachusetts Institute of Technology.

Managing Consultant and co-manager of Trinity’s Houston office, Raghu has 23 years of air quality consulting experience. Raghu began his career with Trinity in the Baton Rouge, Louisiana office; he then transferred to the Houston office in 2007 to assist with Trinity’s growth in the south Texas market. During his tenure in the Gulf Coast region, he has gained a wide range of experience supporting companies across a wide variety of industries in Texas, Louisiana and Mississippi. He has managed numerous complex permitting, air dispersion modeling and compliance projects, driven by both state and federal requirements.

Raghu’s experience includes assisting clients in LNG, O&G/refining, chemical complexes, liquid terminals, power generation, general manufacturing, offshore, pulp and paper, and wood products industry sectors. His air permitting experience includes PSD, Nonattainment NSR, state permitting (NSR, PBR, SP, SB1126) and Title V and air dispersion modeling experience. His compliance assistance experience includes EIs, TRIs, Tier IIs, deviation/monitoring reports, annual compliance certifications, etc.

Raghu holds a BS in Chemical Engineering from Bangalore University, India and an MS in Chemical Engineering from University of South Alabama.

Kim Ayotte, CM, has more than 26 years of environmental consulting experience. She has managed large air permitting and compliance projects involving Nonattainment New Source Review (NANSR), Prevention of Significant Deterioration (PSD) and Title V operating permits for a wide range of industries, including upstream and midstream oil and gas, railroad, food industry, aggregate processing and transloading terminals, and petroleum liquid terminals. Her extensive experience and ability to make the complex understandable makes her a valuable partner for permitting and compliance support and a top-rated instructor for Trinity’s education courses. She provides in-depth expertise for permitting strategies for her client’s projects and in the classroom.
