On June 28, 2023, the U.S. Department of Agriculture (USDA) announced a major funding opportunity for biofuel infrastructure projects. Through the Higher Blends Infrastructure Incentive Program (HBIIP), approximately $450 million in grants will be made available quarterly through September 2024.The next application deadline for this competitive program is coming due on March 31, 2024. HBIIP grants aim to expand infrastructure for higher blends of fuel ethanol (above 10%) and biodiesel (above 5%). Eligible activities include installing, retrofitting, or upgrading of fuel dispensers or pumps and related equipment, storage tank system components, and other required infrastructure. Eligible applicants include:
- Transportation fueling facilities, such as:
- Fueling stations
- Convenience stores
- Hypermarket fueling stations
- Fleet facilities (including rail and marine)
Fuel distribution facilities, such as:
- Terminal operations
- Depots
- Midstream partners
- Home heating oil distribution facilities
To receive funding, applicants must submit detailed applications demonstrating technical and economic feasibility, complete environmental reviews (including the National Environmental Policy Act (NEPA), environmental justice, and other applicable consultations, reviews, and permits), and show community benefits. Expert assistance is recommended to meet the in-depth application requirements and help position strong proposals to maximize the chances of securing HBIIP funding for biofuel infrastructure expansions.
Grants will fund up to 75% of project costs, with a maximum of $5M per award. Priority will be given to projects reducing greenhouse gas emissions and increasing climate resilience.
