It’s the beginning of the year, and that means that emissions inventory reporting season in Arizona is in full swing! An emissions inventory (EI) is a report on a facility’s actual emissions to the atmosphere of any regulated air pollutant. Both minor and major sources may be required or requested to submit their emissions inventories for the previous year, i.e., your facility would report the estimated actual emissions from 2023. This includes criteria pollutants, such as particulate matter with aerodynamic diameters of less than 10 and less than 2.5 microns in diameter (PM10 and PM2.5, respectively), oxides of nitrogen (NOX), carbon monoxide (CO), etc. Emissions should be reported for any regulated pollutant at your facility, not just pollutants with limits in the facility’s permit. If your facility’s permit includes limits for any pollutant that is not a regulated air pollutant, this pollutant must be included as part of the emissions inventory as well.
Emission inventory reports are based on a facility’s actual emissions during the reporting year and form the basis for air quality planning that occurs at the county, state, and national levels. For instance, the inventory data provided in EI reports may be used by the county or state for air quality modeling to demonstrate attainment of the National Ambient Air Quality Standards (NAAQS) or compliance with your facility’s air quality permit.
Agency Specific Reminders
With emission inventory reporting due dates quickly approaching it’s important to remember these key items based on the regulating agency.
Arizona Department of Environmental Quality (ADEQ):
- Class I Permits: Due Date: June 1, 2024
- All class I air permit holders, as well as any operations which previously reported an EI to ADEQ using the State & Local EI System (SLEIS), must now report via the Combined Air Emissions Reporting System (CAERS).
- Class II Permits:
- If you did not operate for the entirety of 2023, use the Non-Operational form.
- Otherwise, complete the preferred reporting form.

Maricopa County Air Quality Department (MCAQD):
- Due Date: April 30, 2024
- Email notifications are sent to the contacts for facilities that are required to submit an emissions inventory.
- Submittal through online IMPACT portal.
Pima Department of Environmental Quality (PDEQ):
- Class I Permits: Due Date: March 31, 2024
- Need to complete and submit to the control officer an annual emissions inventory questionnaire. The questionnaire is due by March 31st, or ninety (90) days after the control officer makes the inventory form available, whichever occurs later.
- Class II or III Permits:
- Sources with a Class II or Class III permit complete an annual emission inventory questionnaire only when requested by the control officer. The questionnaire is due ninety (90) days after the control officer makes a written request.
Pinal County Air Quality Control District (PCAQCD):
- Requires that all permitted sources complete and submit an annual emissions inventory questionnaire.
- Due Date: March 31st or ninety (90) days after request from county, whichever is later.
