The Oregon Department of Environmental Quality (ODEQ or Oregon DEQ) has opened the reporting portal for air toxics emissions data from facilities for the 2023 reporting year. This data request is part of the triennial air toxic emission inventory (ATEI) reporting requirement under the Cleaner Air Oregon (CAO) program, the previous round of which was submitted in 2021 for the 2020 operating year and is required to be completed by all facilities that currently operate under a Simple or Standard Air Contaminant Discharge Permit (ACDP), or an Oregon Title V operating permit. Facilities holding one of these permits under Lane Regional Air Protection Agency (LRAPA) jurisdiction are also required to submit an air toxic emission inventory.
On April 1, 2024, the Oregon DEQ also emailed listed contacts for air quality permits with a notification of the ATEI reporting requirement and deadline. In this email, the Oregon DEQ provided the website for submission and the facility’s individual email address and AQ Document Upload PIN. If your site has not received this information and believe you are required to report as a permit holder, reach out to the Oregon DEQ contacts listed on the Oregon DEQ Air Toxics Emissions Reporting webpage. The reporting window is now open and will close on July 1, 2024.
The Oregon DEQ posted the 2023 ATEI Reporting Form, instructions for submittal, and helpful emission factors for industrial types and/or common equipment. While the Oregon DEQ prefers that facilities use the new reporting form for the 2023 inventory, it is not mandatory if the 2020 form is completed with new information. Some specific changes to the forms include:
- On the Emission Units & Activities and Material Balance Activities forms there is a new column to identify the emission release type as either a point source or a fugitive source.
- There is also one new tab – ‘6. MB Summary’ – which automatically sums up all air toxics from tab ‘5. Pollutant Emissions – MB’ by pollutant.
Similar to the last reporting cycle, the reporting form requires facilities to identify their emission units, activity and fuel usage information, material usage and estimated 2023 emissions of air toxics. Most of this information was likely collected during the facility annual report required by ACDP or Title V.

- Facilities are required to include a list of exempt toxic emission units (TEU) in the form, and list of potential exempt TEUs has been updated since the previous reporting cycle.
- The exempt TEUs are not required to include quantified emissions or identification of potential toxic pollutants.There are instances where equipment or activity completed at the facility may be considered a TEU but is not included in the facility annual report since there are no criteria pollutant or hazardous air pollutant emissions.
