If your facility did not operate during RY2023, then all equipment and control devices must be set to temporarily shutdown (or permanently shutdown, if appropriate). You should not just report zero throughput and zero emissions. An additional QA check has been added to verify that throughputs are greater than zero. Trinity has seen companies receive comments from DEQ regarding facilities not correctly marking equipment and processes as shutdown.
To remove facilities from SLEIS that your company has sold or shutdown, you must provide DEQ with records of the sale or permit cancellation. For changes in ownership, DEQ Form 100-883 must be submitted to transfer the site out of your company’s SLEIS to the new owners. Reporting for sites sold prior to the reporting deadline on April 1 is the responsibility of the new owner, even if the owner did not operate the facility during the reporting year.
For permits that have been cancelled due to the site closing, DEQ recommends that the site be marked as Permanently Shutdown and expects that a permit cancellation request will be submitted if not already done. For sites that were considered permit exempt during the reporting year, the company needs to notify DEQ that a permit is no longer needed, and the reporting requirement will be removed for the site.
SLEIS Batch Operations
As a reminder, the Oklahoma-specific SLEIS is one of the few that offers batch processing, which can cut your inventory preparation time in half if you have a significant number of existing facilities. Once all required edits are made in the SLEIS interface, such as shutting down an old process or adding new equipment, the batch feature allows you to download spreadsheet files for each facility or one large spreadsheet for multiple facilities that can be edited and uploaded back into SLEIS. These spreadsheets allow you to work on emissions for several facilities at once, which can significantly speed up the process.
If the processes are set up to utilize the same units of measurement for emission factors and throughputs, then SLEIS will calculate the emissions for the facility based on the inputs to the spreadsheet. This method also gives you the freedom to manipulate the codes for throughput units, material types, and calculation methods that are applicable to your site and operations. Your emissions workbook can be set up so that information is prepped in a format that can be easily inputted into the spreadsheet templates pulled from SLEIS. Trinity has extensive experience utilizing the various batch processing spreadsheets if you have any questions or are curious about using this option for RY2023.
